Report by the Committee of Experts on Ukraine’s applying the European Charter for Regional or Minority Languages. Summary The European Charter for Regional or Minority Languages has a special mechanism to control the quality of its implementation embedded amongst its provisions. The mechanism envisages regular reporting by state-parties to the Council of Europe Secretary General and respective reaction from the side of the Council of Europe in the form of a report by a specially establish experts’ committee. The latter has provided one report with regard to implementation of the European Charter for Regional or Minority Languages in Ukraine. The article analyses main findings of the report. The preconditions in which Ukraine undertook obligations under the Charter include inter alia a rich variety of languages on the territory of Ukraine and a natural desire of the state to preserve and develop its national language, Ukrainian. At the same time, since the main objective of the Charter is to protect, ensure the life and usage of regional and minority languages, the Committee of Experts draw a particular attention to the areas of concern and tabled recommendations with regard to effective Charter’s implementation. Those include: the necessity to amend the language related legislation (since the Law on Languages was adopted back in 1989); in line with administrative and institutional reform – to designate an authority responsible for implementation of language policies in Ukraine; to ensure possibilities to use regional or minority languages in schools (including universities) etc. В статті автор висвітлює висновки доповіді Комітету експертів щодо застосування україною положень Європейської хартії регіональних мов або мов меншин. Відзначаються проблеми з реалізацією взятих україною зобов’язань за Хартією. Критичні зауваження стосуються ряду проблем, які заважають реалізації певних положень Хартії, що мають відношення до державних адміністративних органів, освіти, органів судової влади, засобів масової інформації тощо. The article highlights findings of the report by the Committee of Experts on Ukraine applying the European Charter for Regional or Minority Languages. There have been problems with the implementation of the Ukraine’s commitments under the Charter.
