| Description |
The purpose: the article deals with the formation of normative provision of the system of rendering administrative services and the fo rmation of a system of rendering administrative services in Ukraine, which in the future should give impetus to new developments and reforms in the area of providing administrative services. The methodological basis of the research comprise general scientific methods of scientific knowledge, complex, comparative methods. Results: the statement that the implementation of the Law will largely depend on the coordinated work of central and local authorities, the prompt introduction of amendments to the relevant regulations, the organization of a system for monitoring compliance with its norms, the dependence of the effectiveness of the Law on the subjects of its direct implementation. Discussion: historical development of administrative law, during which a system of administrative services was formed. The Law «On Administrative Services» has expanded the spectrum of reform of administrative services not only for business entities, but also for ordinary citizens. The revolutionary norm of the Law was a ban for entities providing administrative services to require documents or information from applicants if they are in the archives or registers of state bodies. Given all the difficulties encountered in implementing the reform in the permitting system, ensuring the implementation of new norms at the central and local levels is a difficult task. The success of the implementation of the Law will largely depend on the coordinated work of central and local authorities, the prompt introduction of amendments to the relevant regulations, and the organization of a system for monitoring compliance with its norms. Consequently, the adoption of the Law «On Administrative Services» served as the starting point for the introduction of electronic technologies into the system, namely, official sites, e-mail, portal, etc. that on this day should be considered an obligatory part of the activities of public administration.
Мета: у статті розглядається становлення нормативного забезпечення системи надання адміністративних послуг та формування системи надання адміністративних послуг в Україні, що має у майбутньому дати поштовх до нових напрацювань та реформаторських зрушень у сфері надання адміністративних послуг. Методологічну основу дослідження складають загальнонаукові методи наукового пізнання, комплексний, порівняльний методи. Результати: наголошення на тому, що впровадження Закону багато в чому буде залежати від скоординованої роботи центральних і місцевих органів влади, оперативного внесення змін до відповідних нормативних актів, організації системи контролю за дотриманням його норм, залежність ефективності застосування Закону від суб’єктів його безпосередньої реалізації. Обговорення: історичний розвиток адміністративного права, в ході якого формувалась система надання адміністративних послуг. |
